Why that stuff of "kiriban only for active watchers"?
Because it's not fair that randon people or watchers who never fav, or comment, your works have the opportunity to win a free drawing from you.
Kiribans are gifts to people who love your art and are not afraid to show it to you (even only with favs), right?
EDIT: Maybe it's not clear, but active watchers and friends are not the same thing
